公開されたプログラムには、AmazondotcomやHitmakerchinxなどのライブパフォーマンスのほか、デザイナーとチームを組み、特注のビジュアルセットを開発したMathew JonsonやCielによるオーディオビジュアルセット、そしてOmar-S、Marcellus Pittman、、D. Tiffany、DJ StingrayなどによるDJセットも決まっている。
日本からは、7/21(火)に東京のクラブContactにてショーケースが開催。Sapphire Slowsによるライヴパフォーマンスや、Gonno + Genki Nishida、DJ Sodeyama + Manami SakamotoによるDJ &ヴィジュアルコラボレーションが配信される。
世界中の都市で同時にイベントを開催するというRefractionは、バンクーバーで長く開催されている「New Forms Festival」のクリエーターと、2010年のバンクーバーオリンピックの際に開催されたデジタルアートのショーケース「CODE」のアーティスティックディレクターが発案。夏のフェスティバルシーズンが中止になったことを受け、特別なプロジェクトをライブストリームとして初公開することを決定した。フェスティバル期間中に寄せられた支援金は、ColorOfChange.orgとTheBailProject.orgへ寄付される予定となっている。
